The filter in the email campaign doesn’t have the option to exclude orders or buyers who are on the blacklist. Given this, the system will still generate pending emails for blacklisted orders and buyers. 

That being said, the system will check whether the order or buyer is on the blacklist for all pending emails on the email send date. If the system detects that the order or buyer is on the blacklist, then the system will proceed to exclude the email.
